      I wonder if the translation tools (such as Google Translate plug) could help with the multilingualism online? Automatic translations of all available content (especially as they are getting better and better) would lead to an internet that can be reached and used in any language.

      It might be important to note that many countries consider the socioeconomic basket inseparable from the human rights basket - one cannot flourish without the other, meaning that only digital development that respects human rights and dignity also leads to economic and social progress.

      Here I would like to mention also a recent example of a homicide investigation after a woman in Germany died in the ambulance car after a cyber-attack on a Dusseldorf University Hospital. The case could have been the first time law enforcement considered a cyberattack to be directly responsible for a death.

    2. General Data Protection Regulation

      I used to work for a EU-based company working in the field of data analytics at the time of the GDPR adoption. It is interesting to reflect between then and now - back then we were shocked and stresses how to implement the regulations (especially in terms of personal data collection & communication with existing costumers). The GDPR has been considered as a very negative milestone by our leadership. A couple years later the regulation has proven to be a crucial milestone also for European businesses.

      What I am missing in this chapter are "Rights of older persons". The reason probably lays in the fact that there is currently no international legally binding instrument addressing the rights of older persons exclusively, but in reality the online space brings an additional layer to the respect and protection of older persons, too.

      I see that this year's WSIS is trying to devote special attention to this particular topic.

      Adding a very valuable source on implementation of children's rights in the digital environment - Committee on the Rights of the Child last year published a general comment nr. 25 to the CRC on this topic:

      There are many legit arguments against, but this one is an excuse from the duty bearers (the states) for many human rights, not exclusively this one - it is not easy to fulfill and realize many of the rights that demand investments, strenghthened social policies and involvement of a number of actors, but that cannot be an argument against a certain right.

    1. watching for

      An interesting development, not necessarily related to the infrastructure as such, is the development of human resources management.

      With could based services and new service solutions, it is harder and harder to approach the developments inside companies on an exclusive "IT team" basis. The tasks (both on developer and user sides) become more complex and demand engineers, developers and experts work together in order to make sure the service addresses the needs of the users (either in-house solution or a solution the company is selling).

    1. governance

      Governance is a very interesting semantic challenge. I would like to show you on the example of Slovenian language (while the text later uses examples from Spanish and French), where vladanje refers to governing, controlling someone or something. The second option is vladovanje, which is a little known term and much better for the internet governance, meaning keeping something in a certain framework, within the limits.
