The three elements that are impacting people's freedom during the pandemic:
- Human rights violations. Again, respectful of the fact that this can verge onto other countries' internal affairs, but still, these issues need to be brought up

In explaining how state presence and individual freedom can sit together, Uruguay's premier is conscious of the fact that such discussions can verge on internal affairs of countries. But, he says, this doesn't mean that the international community shouldn't talk about these issues.

Because successful governments provide people with access to the tools they need to exercise their individual freedom, rather than tools which take that freedom away. So the two – state presence and freedom – can co-exist
