    1. there are the decentralised blockchain services owned and operated by users, loosely known as Web3.

      ||sorina|| Let us use Web3 in our survey of technologies

    2. The problem is that nobody knows what it will be. But it will probably involve new physical devices that will supersede the smartphone as the dominant means of connecting people to information and services. Whoever makes such devices will therefore control access to users. This explains why Apple is planning a virtual-reality headset to compete with Meta’s Oculus range and Microsoft’s HoloLens. Alphabet, Apple and Amazon have also all placed expensive bets on autonomous cars. And vast sums are being spent on designing specialised chips, and pursuing new approaches like quantum computing, to provide the processing power for whatever new devices emerge.

      ||sorina|| Most likely developments will go in tow direction:

      • on front-end side there will be new devices - glasses, IoTs, ec.
      • on back-end side there will be powerful processing systems using quantum computing, etc.

    1. We have to make sure that our human centric approach applies online as well as offline. New technologies are no new frontier where human rights do not exist!
    2. And there are other tectonic shifts that will fundamentally alter the way we live. New and emerging technologies like Artificial Intelligence or quantum computing are racing ahead, leaving many of us behind.

    1. We must choose to do more than we think we can do alone so that we accomplish what we must, together: ending this pandemic and making sure we’re better prepared for the next one; staving off climactic climate change and increasing our resilience to the impacts we already are seeing; ensuring a future where technologies are a vital tool to solving human challenges and empowering human potential, not a source of greater strife and repression.

Strong inspiring language at the end of the speech, again reiterating the three topics - covid, climate, emerging technology

    2. As new technologies continue to evolve, we’ll work together with our democratic partners to ensure that new advances in areas from biotechnology, to quantum computing, 5G, artificial intelligence, and more are used to lift people up, to solve problems, and advance human freedom — not to suppress dissent or target minority communities.

US will work with democratic partners on the emerging tech. Mention of advancing human freedom - stressing the importance of human rights approach. Without mentioning China, Biden points in its direction talking about 5G and stating that US and its democratic allies do not aim to suppress dissent or target minorities.

    3. As we deal with these crises, we’re also encountering a new era — an era of new technologies and possibilities that have the potential to release and reshape every aspect of human existence.  And it’s up to all of us to determine whether these technologies are a force to empower people or to deepen repression.

      Third topic - emerging/new technologies

    4. We elevated the Quad partnership among Australia, India, Japan, and the United States to take on challenges ranging from health security to climate to emerging technologies.

Reconfirming commitments again, order of issues is the same as when he spoke about global challenges - pandemic/health, climate, emerging tech

    5. Instead of continuing to fight the wars of the past, we are fixing our eyes on devoting our resources to the challenges that hold the keys to our collective future: ending this pandemic; addressing the climate crisis; managing the shifts in global power dynamics; shaping the rules of the world on vital issues like trade, cyber, and emerging technologies; and facing the threat of terrorism as it stands today

Change in tone. Note the order of issues the resources are to be devoted to: pandemic, climate, global power dynamics (China). Call for change in global rules - trade, digital, terrorism in that order.

    6. Will we apply and strengthen the core tenets of inter- — of the international system, including the U.N. Charter and the Universal Declaration of Human Rights, as we seek to shape the emergence of new technologies and deter new threats?  Or will we allow these universal — those universal principles to be trampled and twisted in the pursuit of naked political power?

International system, incl UN needs strengthening. Makes connection between international system and emerging technologies, new threats (cyber) and the need to protect principles of UN Charter
