By November 2021, China had provided over 1.7 billon doses of Covid-19 vaccine to more than 110 countries and organizations, including 50 African countries and the AU Commission, and is striving to provide an aggregate total – two billion doses by the end of 2021. In addition, it donated US$100 million to COVAX, which aims at ensuring all countries have access to a safe, effective vaccine.

In August of 2021, more than 5 billion doses had been administered globally; however, more than 80 per cent of them were appliedin middle or high income countries, even when they account for much less than one half of the world’s population. We must attach greatest priority to strengthening international scientific cooperation to combat the pandemic. Vaccines have opened the way and faith for humanity to assume the conviction that we will win this battle but combating the pandemic has shown and demonstrated the international system in capacity to cooperate under principles of solidarity and efficiency. We need agreements in place that will ensure equitable access to vaccines and their application. Multilateral cooperation is still very much absent in fighting COVID-19. Already, the United States has put more than $15 billion toward global COVID respon- — the global COVID response. We’ve shipped more than 160 million doses of COVID-19 vaccine to other countries. This includes 130 million doses from our own supply and the first tranches of the half a billion doses of Pfizer vaccine we purchased to donate through COVAX. Planes carrying vaccines from the United States have already landed in 100 countries, bringing people all over the world a little “dose of hope,” as one American nurse termed it to me. A “dose of hope,” direct from the American people — and, importantly, no strings attached. And tomorrow, at the U.S.-hosted Global 19 — COVID-19 Summit, I’ll be announcing additional commitments as we seek to advance the fight against COVID-19 and hold ourselves accountable around specific targets on three key challenges: saving lives now, vaccinating the world, and building back better.

2 For the Philippines, we understand that we need to expand our notion of ‘us’ beyond the nation, so we can work together to secure our common future. We recognize that only inclusive multilateralism can deliver the global public goods we need. And we believe that fairness, equality and respect should always be the basis of our engagement with one another. Only with these can we correct the injustices that doom the downtrodden all over the world to a life of indignity. And for thousands during this pandemic - certain death. Mr. President, the picture is bleak. There is a man-made drought of vaccines ravaging poor countries. Rich countries hoard life-saving vaccines, while poor nations wait for trickles. They now talk of booster shots, while developing countries consider half-doses just to get by. This is shocking beyond belief and must be condemned for what it is – a selfish act that can neither be justified rationally nor morally. The plain fact is – this pandemic will not end unless the virus is defeated everywhere. Vaccines are key to achieving this. This is why the Philippines committed One Million Dollars to the UN’s COVAX Facility. This is our modest contribution to our collective fight against COVID-19. We strongly urge our privileged partners to fully support the COVAX Facility and further strengthen other cooperation mechanisms. As the host country of several international health organisations, including the World Health Organization, Switzerland provides resources and promotesreforms that enable effective action in this area.
