The U.S. withdrawal from the Trans-Pacific Partnership and continued aversion to multilateral trade agreements severely limit its ability to shape the rules guiding digital trade. Although the digital chapters of the U.S.-Korea Free Trade Agreement (KORUS) and the U.S.-Mexico-Canada Agreement (USMCA), as well as the U.S.-Japan Digital Trade Agreement, have strong protections for cross-border data flows, the United States has been sidelined as other trade groups come together. The Regional Comprehensive Economic Partnership (RCEP), an agreement among fifteen countries in the Asia-Pacific, for example, represents 30 percent of global gross domestic product (GDP) and entered into force without the United States on January 1, 2022. The key of the suggested new framing: it is not about western values of openness and human rights (that might not be acceptable by everyone) - it is about free and trusted data flow. This boils down to economy, and might be more broadly understood and endorsed.
With Fick's background of enterpreneurship, and some signals in this document, as well as with composition of third departments of the bureau which deal with 'other' issues (norms, int.orgs, human rights), should we expect that his priority agenda will be digital trade? Small- and medium-sized enterprises (SMEs) employ 70-90% of the workforce. However, their export and integration in international economy is declining.
This paper argues that the solution is to strengthen Africa's Economic and Commercial Diplomacy through systemic and long-term efforts including:
- training of diplomats and officials
- building diplomatic services and other institutions
- strengthening regional cooperation via African Union.
